Justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union

2. Other justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union

3. Explanation
	Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is 
	lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
	In accordance with Article 32.2.(c), the Contracting Authority, is seeking to place interim, short term, call off contracts for publication printing services with a small group of up to 3 economic operators, for a period of 6 months, with an option for up to a further 6 months. This extremely urgent action is required, due to unforeseen circumstances, and where the previously appointed printing and fulfilment services supplier for the UKHO, Latimer Trend, went into administration, 3.5 years into its 5 year contract. Placing these call off contracts now, will allow the Contracting Authority to be able to re-compete and replacing the full printing and fulfilment services again, under a new OJEU contract award notice. At the same time, the UKHO continues to meet its Safety of Life at Sea responsibilities, by having its safety critical, sea navigational publications printed and delivered to end customers through its distribution chain.
